Ch vez, City Clerk of the City of San Fernando, do hereby certify that pursuant to § 10229, Elections Code of the State of California, to the following facts relating to the General Municipal Election to be held on Tuesday, March 5, 2013: As of the close of the nomination period on Friday, December 7, 2012, there are not more candidates than offices to be elected. The person(s) so nominated are: Name Office Robert C. Gonzales Member of the City Council Joel Fajardo Member of the City Council Margarita Solis City Treasurer That § 10229 of the Elections Code allows one of the following courses of action to be taken by the City Council: 1. Appoint to the office the person who has been nominated. 2. Appoint to the office any eligible voter if no one has been nominated. 3. Hold the election if either no one or only one person has been nominated. A notice of these facts will be published on December 11, 2012, in a newspaper of general circulation in the city pursuant to § 6061 of the Government Code. Los Angeles Daily News, (DAILY NEWS) CITY OF SAN FERNANDO COUNTY OF LOS ANGELES STATE OF CALIFORNIA NOTICE INVITING BIDS SEALED PROPOSALS will be received at the Office of the City Clerk, City Hall, 117 Macneil Street, San Fernando, California until 11:00 a.m. on Thursday, January 17, 2013, and said bids will be publicly opened and declared for performing work on the following project: PARK AVENUE STREET IMPROVEMENTS Job No. 7577, Plan No. P-713 The general nature of work consists of concrete (PCC) pavement improvements and asphalt concrete (AC) roadway rehabilitation. Concrete improvements include reconstructing curb and gutter, and access ramps. Roadway pavement improvements include cold milling of AC pavement, constructing AC leveling course, and AC surface course. Other related work includes mobilization, devising and implementing a construction safety plan, construction surveying, adjusting manholes and utility covers, repainting traffic stripes and pavement markings, placing pavement markers, removing and replacing wheelstops, and performing all appurtenant work. The bid items, corresponding estimated quantities, and time allowed to complete the work are listed in the Contractor's Proposal. The definition of bid items are described in the Technical Provisions. It is the policy of the City of San Fernando, as directed by City Council, to encourage the use of local area businesses in construction contracts including vendors, suppliers, labor, etc. The City of San Fernando reserves the right to reject any and all bids and to waive any minor irregularities in the bid documents. Bidders may not withdraw their bid for a period of sixty (60) days after date set for opening thereof. The contractor must follow the procedures as set forth in the Instructions to Bidders for acceptance of bids. Bids will be accepted only if submitted on a proposal form furnished by the Engineer. Each bid must be accompanied by cash, certified check, cashier's check, or bidder's bond made payable to the City of San Fernando or issued by a surety admitted to do business in California, for an amount equal to at least ten percent (10%) of the amount bid. Such guaranty to be forfeited to the City of San Fernando should the bidder to whom the contract is awarded fail to enter into the contract. Bids will be accepted only from contractors licensed in accordance with the provisions of the Business and Professional Code of the State of California. Prior to contract execution, the contractor and his/her subcontractors shall obtain a City of San Fernando business license. Prior to beginning work, the contractor must possess a valid California Class A or C-8 or C-12 Contractor's License. An "A" License is desired At the request and expense of the Contractor, securities equivalent to the ten percent (10%) to be withheld from progress payments pursuant to the City of San Fernando's Standard General Conditions shall be deposited with the City Clerk or a state or federally charted bank as the escrow agent, who shall pay such monies to the contractor upon satisfactory completion of the contract. Securities eligible for investment shall include those listed in Section 16430 of the Government Code or bank or savings and loan certificates of deposit. The contractor shall be the beneficial owner of any securities substituted for monies withheld and shall receive any interest thereof. Copies of the plans and specifications, including the approved proposal form, may be obtained for a non-refundable fee of $25.00 per set at the Public Works Department, City Hall, 117 Macneil Street, San Fernando, California, 91340. Los Angeles Daily News, (DAILY NEWS) NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND PUBLIC HEARING NOTICE FOR CITY ZONE TEXT AMENDMENT 2012-01 NOTICE IS HEREBY GIVEN that the City of San Fernando Community Development Department (the "City") has prepared an Initial Study to provide a comprehensive assessment of any potential environmental impacts associated with the proposed text amendment to the city's zoning code ("Zone Text Amendment 2012-01") that would provide the appropriate definitions and regulations to allow the establishment of: Single Room Occupancy (SRO) residential units as a conditionally permitted use in the C-1 (Limited Commercial) and C-2 (Commercial) zones; Community Care Facilities with seven or more persons as a conditionally permitted use in all residential zones; Emergency Homeless Shelters as a permitted use in the M-2 (Light Industrial) zone; identification of manufactured housing as a permitted use in all residential zones; and, Transitional Housing and Supportive Housing as permitted uses in all residential districts subject only to those development standards that apply to other residential uses of the same type in the same residential district. The proposed amendments to the city's zoning code would allow the city to be in compliance with state housing law pursuant to California Government Code Section 65583, et al. In accordance with the provisions of the California Environmental Quality Act (CEQA), this notice is intended to advise all interested individuals that the City as the "Lead Agency" has determined that the proposed Project will not have a significant adverse impact on the environment and therefore intends to adopt a Negative Declaration for the Project. Pursuant to the CEQA Guidelines, the Lead Agency is providing a 20-day public comment period during which all interested individuals can submit comments to the City of San Fernando Community Development Department on the Initial Study and Negative Declaration document. The 20-day public comment period for the Initial Study and Negative Declaration is from Monday, January 7, 2013 to Monday, 28, 2013. During the public review period the Planning and Preservation Commission will hold a public hearing to consider the proposed project's compliance with applicable local and state housing and zoning regulations and in order to make a recommendation to the City Council on the proposed zone text amendment and associated environmental assessment. Subsequent to the public review period, the City Council will hold a public hearing to consider the proposed Project that includes the zone text amendment, initial study and negative declaration.
