Each bid proposal shall be made and presented on the forms furnished by the OWNER in the Contract Documents. If a contractor wishes to have the printed plans mailed to them, a separate non-refundable check of $FIFTY (50) per set is required. Each proposal shall include the bidder's "Contractor's License Number" ('B' License Required) and expiration date as noted on the form provided. To be considered, a potential bidder must be licensed for the work they are bidding as required under provisions of the Public Contract Code Section 3300, and the California Business and Professional Code, for work covered in this proposal when a bid is submitted, this includes a joint venture to submit a bid. Each bidder shall submit, on the forms provided with the Contract Documents, a list of proposed subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Section 4100 seq. Each bidder must submit with each bid a cashier's check payable to the OWNER or a bid bond in the form set forth in the Contract Documents in an amount not less than 10% (ten percent) of the maximum amount of bid as guarantee that the bidder will enter into the proposed contract if the same is awarded to such bidder. In the event of failure to enter into said contract, such surety will be forfeited. Successful bidder and its subcontractors will be required to adhere to the prevailing wage rate determination made by the Director of the Department of Industrial Relations, State of California, pursuant to California Labor Code. Copies of the prevailing rate of per diem wages are on file at the OWNER Office and available at the Architect's site office. A payment bond and a performance bond shall be required prior to execution of the contract and shall be in the form set forth in the Contract Documents. Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the OWNER to ensure performance under the contract. (NOT REQUIRED) Disabled Veterans Business Enterprise (DVBE) "participation" or requirements for this project pursuant to section 006239 of the Project Manual. This is a prevailing wage project, subject to the provisions of the Department of Industrial Relations Labor Compliance Program (LCP) pursuant to the California Labor Code and the California Code of Regulations. Public Works Contractor Registration Program Department of Industrial Relations (DIR) All contractors and subcontractors intending to bid or perform work on public works projects must be register for the program through the Department of Industrial Relations, State of California. All contractors and all subcontractors must annually renew the DIR registration for the duration of the project. Public works refers to construction, alteration, demolition, installation, or repair work (including maintenance) done under contract and paid by public funds. For a more detailed explanation of public works projects, please refer to California Labor Code 1720 1720.6. If you are not registered the LAS VIRGENES Unified School District will not be able to accept your bid for public works projects!!! Contractors or subcontractors submitting bids must be registered by March 1, 2015. The requirement to use only registered contractors and subcontractors on public works projects, greater than $1,000, applies to all projects awarded on or after April 1, 2015. After April 1, 2015 no bid will be accepted and no contract, subcontract or purchase order shall be issued without proof that the contractor or subcontractor is registered. Los Angeles Daily News, (DAILY NEWS) NOTICE INVITING PREQUALIFICATIONS NOTICE IS HERBY GIVEN that the William S. Hart Union High School District of Los Angeles County, California in compliance with AB 1565 and AB 1581, shall require all general contractors and, if utilized, all electrical, mechanical, and plumbing subcontractors on public works governed by Public Contract Code Section 20111.6 to be prequalified prior to submitting bids for certain public works, including lease-leaseback contracts. PROPOSALS AND BIDDING OPPORTUNITIES OVERVIEW The William S. Hart Union High School District intends to request proposals and/or put out to bid, construction projects that generally divide into two categories: Measure SA projects and non-Measure SA Projects. Measure SA In 2008, Measure SA was successfully approved by the voters of the Santa Clarita Valley to provide funding to construct school facilities and to provide supporting infrastructure at existing school sites of the District. In so doing, the William S. Hart Union High School District is authorized to issue Bonds in an amount not to exceed $300,000,000.00. The District is looking for quality contractors to move forward to the construction phase for the Measure SA projects to provide new facilities in our existing campuses. The following projects are DSA approved and prepared for the construction phase: Saugus High School: A new 17,700 S.F. performing arts building which includes a 466 seat theater, offices, and classrooms. Plans and specs are DSA approved and the District is executing via CM-Multi Prime for construction Hart High School: A new two-story 22 classroom building; modernization of various classroom buildings; site improvements. Sierra Vista Junior High School: A new classroom building project; modernization of various classroom buildings; site improvements. Castaic High School: New 2600 seat high school campus. Grading is under construction, pre-construction efforts are underway The following are pending DSA approval Placerita Junior High School - A new classroom building project; modernization of various classroom buildings; site improvements. Plans and specs are currently under design and anticipated to be DSA approved by Summer 2016 Other District Projects - Generally include the alteration, renovation, demolition, repair, improvement, upgrading, modernization, rehabilitation and/or reconstruction of existing school and/or school support facilities and systems per the District's Master planning effort, including but not limited to the following: $1M Shade Structure Program Energy Retrofit Projects Athletic Field Renovations Ongoing Building Renovations INTENT OF DISTRICT'S PREQUALIFICATION PROGRAM It is mandatory that all Contractors, who intend to submit bids equal to or greater than $1,000,000, complete the prequalification package and be approved by the District to be on a final bidders list. No bid for these certain public works projects will be accepted from Contractors that fail to comply with these requirements. It is the intent of the William S. Hart Union High School District to do business with quality contractors by identifying such contractors through a uniform rating system. The District's prequalification programs are adopted pursuant to Public Contract Code Section 20111.6. Prequalification applications may be submitted four times each year: (1) from January 1 through January 10; (2) from April 1 through April 11; (3) from July 1 through July 11; and (4) from October 1 through October 10. Contractors who submit a complete prequalification package will be notified of their qualification status, such notice will be mailed no later than fifteen business days after submission of the information. The prequalification package can be found at: www.hartdistrict.org in the Departments Tab, Purchasing & Bids, Notice Inviting Prequlifications. The Wm. S. Hart Union High School District's Prequalification Process has switched to an electronic submittal process. A link to the electronic process is available at our website mentioned above. The District will receive prequalification packages for the April enrollment period up to but no later than 3:00 PM on Monday, April 11, 2016. Prequalification submitted by Contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law, although contents may be disclosed to third parties for the purpose of verification, investigation of substantial allegations, and in the process of appeal hearing. Certain documentation will be required to be attached with the electronic submittal for prequalification. If there are concerns regarding this requirement, please contact the District at prequalify@hartdistrict.org. Prequalification Approval: A Contractor who has submitted a completed application package, and who receives a rating of "not qualified" from the District may appeal that determination by giving notice to the District no later than ten business days after receipt of the notice of its qualification status. A Contractor may be found not prequalified for bidding on a specific public works contract to be let by the District, or on all contracts to be let by the District until the Contractor meets the District's requirements. In addition, a Contractor may be found not prequalified for either: (1.) Omission of requested information (2.) Falsification of Information Owner's Rights: The District reserves the right to waive minor irregularities and omissions in the information contained in the prequalification application submitted and to make all final determinations. Los Angeles Daily News, (DAILY NEWS) NOTICE OF PROPOSED FINANCING BY THE CALIFORNIA SCHOOL FINANCE AUTHORITY NOTICE IS HEREBY GIVEN that on April 13, 2016, the California School Finance Authority (the "Authority") will hold a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, with respect to the proposed issuance and sale of revenue bonds, pursuant to a plan of financing and in one or more series from time to time, on behalf of Granada Hills Charter High School Education Foundation, a California nonprofit public benefit corporation (the "Borrower"), in an aggregate principal amount not to exceed $25,000,000 (collectively, the "Bonds"). The proceeds of the Bonds will be used to (1) finance and/or refinance the acquisition, construction, expansion, remodeling, renovation, improvement, furnishing and/or equipping (the "Project") of the charter school educational facilities known as (A) Granada Hills Charter High School, located at 10535 Zelzah Avenue, Granada Hills, California 91344 (the "Zelzah Campus") and (B) Granada Hills Charter School Devonshire Campus, located at 17081 Devonshire Street, Northridge, California 91325 (the "Devonshire Campus"), (2) pay certain expenses incurred in connection with the issuance of the Bonds, and (3) fund a debt service reserve fund and a repair and replacement fund with respect to the Bonds. The Zelzah Campus is owned by Los Angeles Unified School District and used by Granada Hills Charter High School, a nonprofit public benefit corporation and operator of public charter schools ("Granada Hills Charter") and operated as a public charter school by Granada Hills Charter. The Devonshire Campus will be owned by the Borrower and/or by a limited liability company, whose sole member is the Borrower, and operated as a public charter school by Granada Hills Charter. Currently, Granada Hills Charter has current enrollment of approximately 4,410 students in grades 9 through 12 at both the Zelzah Campus and Devonshire Campus. Upon completion of the Project, Granada Hills Charter is expected to have the capacity for approximately 5,000 students in grades 9 through 12 at both the Zelzah Campus and Devonshire Campus. Los Angeles Daily News, (DAILY NEWS) REVISED NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Calabasas will conduct a public hearing on Wednesday, April 13, 2016, at 7:00 p.m., at Calabasas City Hall, City Council Chambers, 100 Civic Center Way, Calabasas, California 91302 to consider the following matter: Introduction of Ordinance No. 2016-333 and adoption of Resolution No. 2016-1507, certifying a final Environmental Impact Report, approving a Statement of Overriding Considerations, and approving File No. 140000011, a request for development of a 77-acre vacant property located at 4790 Las Virgenes Road at the Eastern terminus of Agoura Road (APNS: 2069-078-009 and 2069-078-011). The proposed project includes: (1) A residential component consisting of 67 single-family detached homes and four affordable units within two duplex structures occupying approximately 13.03 acres (16.9% of the site); (2) A commercial component consisting of a 66,516 squarefoot, four-store hotel occupying approximately 2.91 acres (3.8% of the site); and (3) Preservation of approximately 61.0 acres (79.3% of the site) as permanent open space. Development of this project would require a significant amount of remedial grading to stabilize an ancient landslide hazard area on the southern portion of the site. Requested permits include: General Plan amendment, Zoning Map amendment, Tentative Tract Map, Development Plan, Conditional Use Permit, Site Review, Oak Tree Permit, and Scenic Corridor Permit. The project site is currently Zoned Planned Development (PD); Residential-Multifamily, 20 units per acre (RMF (20); Open Space Development Restricted (OS-DR); and is within the Scenic Corridor (SC) Overlay Zone. Planning Commission Recommendation: Following a Public Hearing on March 17, 2016, the Planning Commission recommended approval of the project per Planning Commission Resolution No. 2016-610. Please note that if you challenge the City's final decision on the above matter in court, you may be limited to raising only those factual and legal issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.
