Los Angeles Daily News, NOTICE OF RENEWAL OF TITLE V PERMIT The South Coast Air Quality Management District (SCAQMD) is the air pollution control agency for all of Orange County and portions of Los Angeles, Riverside and San Bernardino Counties. Rule 3006 requires that the SCAQMD publish this notice prior to the renewal of a Title V permit previously issued to the facility listed below: Chevron Products Co. (El Segundo Refinery) 324 W El Segundo Blvd El Segundo, CA 90245 Facility ID #800030 Contact Person: Peter Allen Air Permitting Lead The refinery processes crude oil into various petroleum products such as gasoline, diesel, jet fuel, fuel oil, liquefied petroleum gases (LPG), and coke. Currently, the Chevron refinery has a capacity to process approximately 260,000 barrels of crude oil per day. The refinery utilizes several processes to separate petroleum components in crude oil and to convert components into more desirable hydrocarbon compounds which are used as blending components for gasoline, diesel, and other products. Pursuant to Title V of the federal Clean Air Act and SCAQMD Rule 3004(f), a Title V permit shall expire five years from the date of issuance unless such permit has been renewed. Accordingly, the above facility has submitted a Title V renewal application and requested the SCAQMD to renew their Title V permit. The proposed permit incorporates updates to the facility information, as provided in the facility's Title V renewal application, as well as updates to all rules and regulations that are currently applicable to the facility and a Compliance Assurance Monitoring (CAM) Plan. As required by Title V of the federal Clean Air Act, the Title V permits include all of the emission limits, applicable requirements and operating conditions imposed on the equipment. Title V facilities are required to certify compliance with the Title V permits in addition to recordkeeping and mandatory reporting of any deviation from the permit conditions. The proposed permit and CAM plan are available for public review at the South Coast Air Quality Management District, 21865 Copley Drive, Diamond Bar, CA 91765, and at El Segundo Public Library, 111 West Mariposa Ave., El Segundo, CA 90245. The proposed permit can also be viewed at http://www3.aqmd.gov/webappl/publicnotices2/Search.aspx by entering facility ID number 800030. Information regarding the facility owner's compliance history submitted to the SCAQMD pursuant to California Health & Safety Code, Section 42336, or otherwise known to the SCAQMD based on credible information, is also available from SCAQMD for public review. The SCAQMD will consider all public comments and may revise the Title V permit in accordance with SCAQMD rules and regulations. For your general information, anyone experiencing air quality problems such as dust, smoke or odors can file a complaint with the SCAQMD by calling 1-800-CUT-SMOG (1-800-288-7664). The public may request SCAQMD to conduct a public hearing on the proposed permit by submitting a Hearing Request Form (Form 500-G) to Danny Luong at the above SCAQMD address. The public hearing request must contain all the information requested on the form in order for the SCAQMD to determine whether or not the request is valid or a public hearing will be held. The public hearing request form may be obtained from the SCAQMD by calling the Title V hotline at (909) 396-3013, or downloading from the internet at www.aqmd.gov/docs/default-source/aqmd-forms/Permit/500-g-form.pdf?sfvrsn=2. Any request for a public hearing must be submitted to the SCAQMD no later than December 10, 2015. A copy of the public hearing request must also be sent by first class mail to the facility contact person listed above at the same time. Right to Petition U.S. Environmental Protection Agency (EPA) for Reconsideration: Title V Permits are also subject to review and approval by US EPA. If a public comment is sent to the SCAQMD for this permit, and the SCAQMD has not addressed the comment in a satisfactory manner, and the EPA has not objected to the proposed permit, then the public may submit a petition requesting that the EPA reconsider the decision not to object. Petitions shall be submitted to US EPA, Region 9, Operating Permits Section at 75 Hawthorne Street, San Francisco, CA 94105, within 60 days after the end of the 45-day EPA review period. The EPA review period for this permit starts no earlier than November 18, 2015. Los Angeles Daily News, (DAILY NEWS) $25,000 REWARD NOTICE The City of Los Angeles offers a reward payable at the discretion of the City Council to one or more persons in the sum or sums up to an aggregate maximum total sum of $25,000 for information leading to the identification and apprehension of the person or persons responsible for the SERIES OF ROBBERIES in the City of Los Angeles. Police detectives are investigating a series of eight robberies in the City of Los Angeles, three of which were in Council District 13. The suspect targets Filipino financial businesses, enters the locations disguised as a female by wearing a wig, simulates or points a handgun, demands cash and jewelry, and then flees. The suspect is also responsible for robberies in West Covina, Rancho Cucamonga, Glendale, and Chula Vista. The robberies have occurred each month since December 2012. He has been seen in San Jose and Union City, possibly casing these locations. He is believed to be carrying a handgun, and in once case he used a taser on a victim. To date, no matches have resulted from fingerprints or DNA samples from the incidents. Detectives believe that a reward may motivate witnesses to come forward with more information. The person or persons responsible for this crime represent an ongoing threat to the safety of the people of Los Angeles. Unless withdrawn or paid by City Council action, this offer of reward shall terminate on, and have no effect after, May 21, 2016. The provisions of payment and all other considerations shall be governed by Chapter 12 of Division 19 of the LAAC Code, as amended by Ordinance Nos. 158157 and 166666. It is anticipated that this RFP will result in a five (5) year contract, and service will begin for the 2016-2017 school year on August 1, 2016. On Monday, October 26, 2015, 15-year old Willy Barrios was shot near the intersection of Van Nuys Boulevard and Norris Avenue after a dispute with an unknown suspect or suspects. Willy is survived by his mother, step-father, and younger brothers. Detectives believe a reward may compel members of the public to provide information on the identity of the person or persons responsible for this crime. The person or persons responsible for this crime represent an ongoing threat to the safety of the people of Los Angeles. Los Angeles Daily News, NOTICE OF PROPOSED TITLE V SIGNIFICANT PERMIT REVISION The South Coast Air Quality Management District (SCAQMD) is the air pollution control agency for all of Orange County and portions of Los Angeles, Riverside and San Bernardino Counties. Rule 3006 requires that the SCAQMD publish this notice prior to revising the existing Title V permit that was previously issued to the facility listed below: Chevron Products Co.--El Segundo Refinery 324 W El Segundo Blvd El Segundo, CA 90245 Facility ID #800030 Contact Person: Sara Antunez Permitting Engineer Chevron Products Co. proposes to install an emergency internal combustion engine (ICE) which will serve as a backup electrical generator at its refinery shown above. The ICE is a C18 model manufactured by Caterpillar (CAT) and rated 900 bhp at 1,800 rpm. The ICE is certified by the EPA to meet Tier 2 emission standards. The ICE will be equipped with the Best Available Control Technology (BACT) which includes a Miratech diesel oxidation catalyst (DOC)/diesel particulate filter (DPF). The average daily emissions from the proposed ICE will not exceed 0.16 lb/day of non-methane hydrocarbon, 7.49 lbs/day of NOx, 1.18 lb/day of CO, 0.104 lb/day of PM, and 0.00897 lb/day of SOx. The ICE will be subject to 40 CFR Part 60New Source Performance Standards (NSPS), Subpart IIII. Pursuant to Title V of the federal Clean Air Act and SCAQMD Rule 3000(b)(31), a revision to a Title V permit that proposes an installation of new equipment subject to a New Source Performance Standard (NSPS) pursuant to 40 CFR Part 60 is considered a significant permit revision. Accordingly, the above facility has submitted a Title V Significant Permit Revision application and requested the SCAQMD to revise their Title V permit. As required by Title V of the federal Clean Air Act, the Title V permits include all of the emission limits, applicable requirements and operating conditions imposed on the equipment. Title V facilities are required to certify compliance with the Title V permits in addition to recordkeeping and mandatory reporting of any deviation from the permit conditions. The draft Permit-to-Construct for the ICE is available for public review at SCAQMD Headquarters, 21865 Copley Drive, Diamond Bar, CA 91765, and at the El Segundo Library, 111 West Mariposa Ave., El Segundo, CA 90245. The draft permit can also be viewed at http://www3.aqmd.gov/webappl/publicnotices2/Search.aspx by entering the facility ID number shown above. Information regarding the facility owner's compliance history submitted to the SCAQMD pursuant to Health and Safety Code Section 42336, or otherwise known to the SCAQMD, based on credible information, is also available for public review at SCAQMD headquarters. The public hearing request must contain all of the information requested in the form in order for the SCAQMD to properly determine whether or not a public hearing will be held. A public hearing request form may be obtained from the SCAQMD by calling the Title V hotline at (909) 396-3013, or from the internet at http://www.aqmd.gov/docs/default-source/grants/500-g-form.pdf?sfvrsn. The request for a public hearing must be submitted to the SCAQMD no later than December 24, 2015. A copy of the hearing request must also be sent by first class mail to the facility contact person listed above at the same time. Right to Petition U.S. Environmental Protection Agency (EPA) for Reconsideration: Title V permits are also subject to review and approval by US EPA. If a public comment is sent to the SCAQMD for this permit, and the SCAQMD has not addressed the comment in a satisfactory manner, and the EPA has not objected to the proposed permit, then the public may submit a petition requesting that the EPA reconsider the decision not to object. Petitions shall be submitted to US EPA, Region 9, Operating Permits Section at 75 Hawthorne Street, San Francisco, CA 94105, within 60 days after the end of the 45-day EPA review period. The EPA review period for this permit starts no earlier than December 4, 2015.
