Los Angeles Daily News, NOTICE OF INTENT TO ISSUE PERMIT PURSUANT TO SCAQMD RULES 212 AND 3006 This notice is to inform you that the South Coast Air Quality Management District (SCAQMD) has received permit applications from the Kaiser Foundation Hospital for the installation of four new internal combustion engines driving emergency generators located at their facility. SCAQMD has reviewed the applications and has determined that the proposed projects will comply with all applicable federal, state, and local air quality rules and regulations, and, therefore, SCAQMD intends to issue Permits to Operate and to revise the Title V permit for this facility. Prior to issuance of the final Title V permit, however, SCAQMD is providing an opportunity for public comments on the SCAQMD's proposed decision. The SCAQMD is the air pollution control agency for the four-county region including all of Orange County and non-desert parts of Los Angeles, Riverside and San Bernardino Counties. Anyone wishing to install or modify equipment that could control or be a source of air pollution within this region must first obtain a permit from the SCAQMD. Under certain circumstances, before a permit is granted, a public notice, such as this, is prepared by the SCAQMD. For this project, public notification is required in accordance with SCAQMD Rule 212(c)(1), because two engines are located within 1,000 feet from (1) Hollywood Preschool and Kindergarten, 1313 North Edgemont, Los Angeles, CA 90027; (2) Canyon Oaks, 1414 N. Catalina St, Los Angeles, CA 90027; and (3) Applied Scholastics Academy, 1334 L. Ron Hubbard Way, Los Angeles, CA 90027. One engine is located within 1,000 feet from Rose and Alex Pilibos School located at 1615 N. Alexandria, Los Angeles, CA 90027. Public notification is also required by SCAQMD Rule 3006(a) because there will be a significant revision to the facility's existing Title V permit. The projects are to install four engines, rated at 315-bhp, 762-bhp, 398-bhp, and 145-bhp, that will drive electrical generators to supply power in case of an electrical emergency. The purpose is to replace old existing engines with new engines. PROJECTED EMISSIONS AND HEALTH RISK ASSESSMENT RESULTS The engines will be tested on a weekly basis for a maximum of one hour. Our calculations show that based upon a 30-day average a maximum of 1.66 lb/day of nitrogen oxides, 0.74 lbs/day of carbon monoxide, 0.032 lbs/day of fine particulates, 0.057 lbs/day of organic gases, and 0.0027 lbs/day sulfur oxides will be emitted from the projects described above in any one day. Generally, the amount will be less as most emergency generator engines do not operate at maximum capacity. The engine operation will emit small quantities of some toxic compounds. The SCAQMD has evaluated the long term (chronic) health impacts associated with the maximum potential emissions. Using worst case conditions, our evaluation shows that the chronic health risk is well below our rule's toxic thresholds (below a Hazard Index of 1). According to the state health experts, a hazard index of one or less means that the surrounding community including the most sensitive individuals such as very young children and the elderly will not experience any adverse health impacts due to exposure to these emissions. In addition, the cancer risk from these emissions is below the SCAQMD risk threshold of one in a million. This facility is classified as a federal Title V facility. Pursuant to SCAQMD Rule 3006 - Public Participation, any person may request a proposed permit hearing on an application for an initial or significant revision to a Title V permit by filing with the Executive Officer a complete Hearing Request Form (Form 500-G) for a proposed hearing by June 12, 2014. Los Angeles Daily News, (DAILY NEWS) NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND PUBLIC HEARING NOTICE FOR THE MIXED USE PROJECT AT 1140-1148 SAN FERNANDO ROAD NOTICE IS HEREBY GIVEN that the City of San Fernando Community Development Department (the "City") has prepared an Initial Study to provide a comprehensive assessment of any potential environmental impacts associated with the proposed construction of a new four-story mixed-use development with three floors of residential with 101 one bedroom residential units with the first floor with approximately 18,640 square feet dedicated for street level retail/service uses at the subject property located at 1140-1148 San Fernando Road (the "Project"). The Project site is currently improved with the former J.C. Penny's Department Store (60,000 sq. ft.) and the former Bank of America ("Casanova") Building (9,179 sq. ft.). Parking for the project will be provided by 106 on-site parking spaces including the construction of a subterranean parking facility. The Project Site is approximately 35,000 square feet (175 feet by 200 feet) and is made up of two parcels that are 15,000 sq. ft. and 20,000 sq. ft., respectively. The subject property is located along the south side of the 1100 block of San Fernando Road between San Fernando Mission Boulevard and South Maclay Avenue, within the San Fernando Corridor Specific Plan (Downtown District/ San Fernando Mall Sub-District) & (Truman San Fernando District/Mixed Use Transition Sub-District). The project will require city approval of a zone change to allow the entire Project site to be under one zoning sub-district classification as well as approval of a variance to deviate from the city's setback, building height, open space, and on-site guest parking requirements. In accordance with the provisions of the California Environmental Quality Act (CEQA), this notice is intended to advise all interested individuals that the City as the "Lead Agency" has determined that the proposed Project will not have a significant adverse impact on the environment with the implementation of specific mitigation measures and therefore intends to adopt a Mitigated Negative Declaration for the Project. Pursuant to the CEQA Guidelines, the Lead Agency is providing a 20-day public comment period during which all interested individuals can submit comments to the City of San Fernando Community Development Department on the Initial Study and Mitigated Negative Declaration document. The 20-day public comment period for the Initial Study, Mitigated Negative Declaration, and associated Mitigation Monitoring and Reporting Program is from Friday, June 6, 2014 to Wednesday, June 25, 2014. The Planning and Preservation Commission and City Council will hold separate public hearings to consider the proposed Project that includes applications for a zone change, site plan review application, a variance application, a draft initial study, a mitigated negative declaration, and an associated mitigation monitoring plan. Approval of the proposed zone change, site plan review and variance applications would facilitate the construction of a new four-story mixed-use development with three floors of residential with 101 one bedroom residential units that will be designated for rent to low-income households making 80% or less of the Los Angeles County Area Median Income (AMI). These three floors of residential will be constructed above a first floor with approximately 18,640 square feet dedicated for street level retail/service uses at the subject property located at 1140-1148 San Fernando Road. The Project site is currently improved with the former J.C. Penny's Department Store and the former Bank of America ("Casanova") Building. Parking for the project will be provided by 106 on-site parking spaces including the construction of a subterranean parking facility. The Project Site is approximately 35,000 square feet. The project would seek to preserve a majority of the existing faade on the San Fernando street frontage while replicating the design of the old JC Penney signs that were on the building prior to its closing. ENVIRONMENTAL ASSESSMENT: The City of San Fernando is the designated Lead Agency overseeing the environmental review for the Project. As the Lead Agency, the City of San Fernando has prepared an Initial Study to determine the nature and extent of the environmental review required for the Project. On the basis of the Initial Study prepared for the Project, it has been determined that the proposed residential development will have potential environmental impacts that can be mitigated to levels that are less than significant. Therefore, a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program have been prepared. Los Angeles Daily News, (DAILY NEWS) $50,000 REWARD NOTICE The City of Los Angeles offers a reward payable at the discretion of the City Council to one or more persons in the sum or sums up to an aggregate maximum total sum of $50,000 for information leading to the identification and apprehension of the person or persons responsible for the act of murder against, SERGIO SANCHEZ, in the City of Los Angeles. On Friday, March 14, 2014, Sergio Sanchez was found shot to death inside his vehicle at the Roxford Street exit ramp of the westbound 210 freeway in Sylmar. During their investigation, detectives discovered that Mr. Sanchez was shot while driving on the 210, and crashed his car on the Roxford Street exit. Detectives are continuing to investigate this crime, and hope that a monetary reward compels members of the public to provide more information. The person or persons responsible for this crime represent an ongoing threat to the safety of the people of Los Angeles. Unless withdrawn or paid by City Council action, this offer of reward shall terminate on, and have no effect after, DECEMBER 4, 2014.
